He'd somehow corralled a pack of wild dogs in the CES. In one of the more regularly repeating programs at the time... there were certain unique circumstances a few months ago that allowed that to happen. He tracked two people to the door, quietly stole their weapons, and faked a distress call to send them into the path of the dogs. One survived... the other didn't.

He had the means and the opportunity, and he was the only one to whom we could attribute a motive who could have been in all those places at those times. It's not hard evidence, no, but four of us investigated and all came to the same conclusion.

I don't want to hurt him. I don't think that would help. But I think there are ways to make sure he'd think twice before ever doing it again. Things that will bother him a lot more than pain.

[ She blushes, though it's hard to tell on the blue skin. ]
I was thinking ... I might turn him bright pink. And sparkly. Or blue, like he's supposed to look.
Hurt his pride, I mean. It won't let him look like he's suffering - no one will say it's cruel - but it will hurt him where he's not strong.

But then she says the second part, and he pauses in his rejection. He knows very well what the standard Barge punishment is, and he's never found it to make any sense, much less be effective. There's a part of him that understands he can't ask for too much: even Gaius had once said that blood for blood has to end somewhere. Felix would have been willing to go after Loki if the new warden had ignored him as he'd expected, but... not only is she not, she's getting downright creative with the punishment.
She's going to hit Loki where it hurts. He can get behind that. Besides, now he knows another thing about the so-called god. He clears his throat and nods.]
